Extend timeout in test JobsBrokerService

This resolves instability in tests, e.g.:
java.lang.RuntimeException: java.util.concurrent.TimeoutException
at ...JobsBrokerServiceTest.waitForFutureOptionalJob()
at ...JobsBrokerServiceTest.getAlotOfJobs()
