SDNC-759: Update installScript.py

Bug Fix:
In installScript.py public keys were restricting
the xNF cert setup.
Script updated so that public keys for each
xNF are not required.

SDWAN vpn-site-res delete DG duplicate removal

In SDWAN vip-site-resource-delete DG, Duplicat
validation of vnf-id is deleted where requiredParameters
method is called for validation and again validating
for NULL check with the same input.

Handle case where sslcert file is not specified

If ssl cert file is not specified, do not enable SSL.  Current script
does not explicitly check and so crashes if https port is specified
and ssl cert file is not.
