Support TOSCA functions in Node Capability Filters
Adds support to use TOSCA functions as value in the node capability
filters.
Removes the current capability filter component to reuse, with a few
changes, the node property filters component.
Fixes problems with the edition and deletion of node capability
filters.

Fix local file path in prod. onboarding ui app
Local system paths were being added to the compiled production code
(punch-outs_en.js). This change removes the culprit plugin
"react-hot-loader/babel" from the babel (.babelrc) configuration.

Fix filtering problem for plugins config file
The plugins-configuration.yaml file, for now, does not use no maven
variable. If it is filled with the expected YAML content, the filter
option will break the execution.

Fix types not refreshing after model change

Fix node filter API payload retro-compatibility
The create/edit API was not converting properly a legacy payload and
the request was failing.
Also, the create/edit response was not being handled as previously

When setting a policy property using TOSCA function get_property for a SELF property - an error is thrown stating no such property exists

Centralize TOSCA function validation
The validation happening in the component instance properties,
should also be applied for the Group instance properties and
Policy instance properties.
Fixes some other problems related to the TOSCA function.

Add fast build profile ignoring frontend
Adds fast-build-no-ui profile, a copy of the fast-build but also
ignoring the frontend build.
The frontend build is the process that takes more time during the
SDC build. When the frontend build is not needed, the new profile
could be used, reducing the build time by about half time.
