Add appc cdt proxy to oom
Change to the appc startODL.sh script to startup the cdt
proxy service to allow backend connection from the cdt tool.
Adding a new port forward into the appc container for the
above service. External port 9090, internal port 9191

NBI (North Bound Interface) is one of the new project added for Beijing
release.

Fix clamp changing persistence permissions
There is a missing parameter in clamp values.yaml: persistence.mountSubPathLogs,
which causes /dockerdta-nfs/ReleaseName directory to be come with permissions 777.

Increase portal-db initial liveness probe time
The initial liveness probe against portal-db was
too quick, causing the container to be terminated
in the middle of DB schema initialization and
leaving the DB in a corrupted state. This change
increases the initial delay before the liveness
probe.

Enable https endpoint for SMS
SMS got a new SAN certificate and we are
using that in this deployment now.
Applications will now query on https://aaf-sms.onap
This should also fix the failing healthcheck
for SMS
-P3: Changing liveness and readiness probes to use
https instead of tcp which was throwing up TLS error
spam on the server

It was using amsterdam topics from the config-init image that isn't maintained
in Beijing.
Dynamically clone the first time the PV/PVC is created and files are copied then
