Update git submodules

* Update docs/submodules/so/libs.git from branch 'master'
  to 36970375b6009809b1682d86bd5a0e239283f515
  - Migrate so-libs docs

    Merging this will create
    https://onap-so-libs.readthedocs.io
    This build will run in parallel
    to the current docs generation method
    until we are ready to cut over.
