Update git submodules

* Update docs/submodules/policy/engine.git from branch 'master'
  to b3489f745ea681c598d3c2c29bb4dd85ca158aca
  - Remove trafficgenerator from dependency.json

    This jar does not exist and breaks brmsgw when generating
    the amsterdam archetype.

    Update the dependency.json for local testing.
