Update git submodules

* Update docs/submodules/oom.git from branch 'master'

  - Merge "[POLICY] put base64 password in xacml.properties"
  - [POLICY] put base64 password in xacml.properties

    In addition, remove heap mem sizing for drools too
    as it is properly sized according to container allocated
    resources.
