Update git submodules

* Update docs/submodules/policy/parent.git from branch 'master'
  to db60fd2ba97fc9c8135439b31f785a6d6c7dfcae
  - Release notes structure

    To be filled in by RC2, but we have the structure in place
    and this verifies the project release tag for RC0 task to
    be completed.
