Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to 5076ffec383b95935c8821c9f849a29a3bbef224
  - Merge "remove startODL string check"
  - remove startODL string check

    it is not necessary to check
    startODL is runnning or no.
    in the past, startODL took 30-40 mins
    From dublin, startODL only takes less than 30 sec
