Update git submodules

* Update docs/submodules/policy/parent.git from branch 'master'
  to fd22bbf23c1a6ba9522753e6b7efe7334e62bfc7
  - Update INFO.yaml to add Jim and Ram

    Per TSC requirements.

    Per Michael's comments, added changes section.

    Added both TSC link.
