  to e05eb92e3a8f80dbf8cc15239c83587fca67a79d
  - Migrate sdc docs

    Merging this will create
    https://onap-sdc.readthedocs.io
    This build will run in parallel
    to the current docs generation method
    until we are ready to cut over.
