Update git submodules

* Update docs/submodules/appc.git from branch 'master'
  to 298a8f5143c8ce87094770f68dfbbcc39ef14553
  - Change rest healthcheck to use appc parent poms

    Change appc-rest-healthcheck over to the new style
    of features using the org.onap.appc.parent pom files
    as parents.
