Update git submodules

* Update docs/submodules/multicloud/k8s.git from branch 'master'
  to 9cfeb80dc920b213ea70fdfd2463f6746fb4e2f9
  - Update go.mod files of services to use local code

    Change go.mod files to replace usage of services in
    this repo with local code instead of upstream builds.
    Fix a couple resulting issues.
