Update git submodules

* Update docs/submodules/policy/parent.git from branch 'master'
  to bfda840fc9a9a817bfc18bfc35f01abd08f72bf1
  - Security issue with Java-WebSocket:1.3.8

    Stepping org.java-websocket:Java-WebSocket version 1.3.8 to version
    1.5.1 removes the issue.

    apex-pdp needs a corresponding change due to a change in an enum in the
    new version of java-websocket.
