[PLATFORM] Added imagePullSecrets to common template files

Added the missing definition for imagePullSecrets in the
  deployment.yaml of oom-cert-service, cmpv2-cert-provider
to support the registryGenerator

Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).
