getting portal-cassandra music to start

-Fixed pv/pvc problem.
-The docker image changed so that it was not chown'ng files
 coupled with the tweaks to the mount directory this fixes
 the read-only file system issue.

-The portal-cassandra container is not considered running yet by K8s though
 Port 9160 is not opened so the liveness probe will tear it down unless it is
 disabled by the person deploying the chart.

Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).
