[DCAEGEN2] Provide inputs for new DFC  blueprint

DFC blueprint (k8s-datafile.yaml) will use the inputs for CMPv2 cert,
when use_external_tls=true.
- Align inputs to bootstrap blueprint (current are outdated)
- Add External TLS inputs

Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).
