Use HELM_NAMESPACE instead of RELEASE for kubectl
Increase timeout for strimzi deploy

Introduces the ONAP Platform OOM (ONAP Operations Manager) to efficiently Deploy, Manage, Operate the ONAP platform and its components (e.g. MSO, DCAE, SDC, etc.) and infrastructure (VMs, Containers).
