Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to eb61b38d1008b133df27c5751b93cee83f604969
  - Merge "[POLICY] Use common secret template in pdp"
  - [POLICY] Use common secret template in pdp

    Use common secret template in pdp module to override DB credentials
    comming from policy-common.

    For now db creds are hardcoded but will be remove in further commits.
