Update git submodules

* Update docs/submodules/policy/parent.git from branch 'master'
  to d3e39036e883385f1308d378ebe5e1179bfbc932
  - Add plugin for formatting

    Makes it easy from the command line to clean up whole submodules.
    Notably for policy/engine.

    Unfortunately we will have to copy the onap-java-formatter.xml to each
    project repo. Maven can't seem to find the file.
