Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to 39690f2a3291bb70c6d64f2bb1f4216eeafcf7ba
  - Merge "[POLICY] Use common secret template in policy-xacml"
  - [POLICY] Use common secret template in policy-xacml

    Use common secret template in policy-xacml module instead of hardcoding db
    credentials in config map.

    For now db creds are hardcoded but will be remove in further commits.
