Drop variables now published elsewhere

Revise portal start script for robustness.
1. Use portal script variables instead of hardcoded strings.
2. Remove named Docker containers BEFORE attempting to tag them;

Add specific router external gateway ip
ECOMP HOT YAML is designed to assign the public
IP for every component and router external public
gateway IP is picking randomly, which is causing
IP conflict sometimes. so HOT template is
updated to assign the static public IP for
router public external gateway IP.

SDC,MSO & Robot VM are inaccessible after reboot
Install scripts (/opt/<VM Name>_install.sh) of SDC, MSO & Robot VMs
change the Interface name from ensX to eth0 in the interface
configuration file.
Same changes are needed in /etc/udev/rules.d/70-persistent-net.rules
else IP address is not configured in these VMs post-reboot due to which
these VMs become inaccessible.
