Add separate Docker file for verification phase
The separate Docker is required since during verification the
artifact normally downloaded to the docker image is not available
in nexus. It will only be available after the merge.

Fix cascade build references for docker.
The parent jobs that trigger the docker build may reside in
different jenkins job structure. Adding a parameter to configure
the parent job that should trigger the build.

Add template to build release docker image
The release docker image is built from artifacts in the release repo.
This job is only triggered manually by Linux foundation, when a release
needs to be built. The release builder still publishes to the staging repo.
The images is planed to be moved from staging repo to the release repo
manually.

openci: Add initial versions of prototype jobs
This change adds jobs and associated script in order to start developing
the OpenCI Prototype between OPNFV, ODL, and ONAP.
The created jobs are
- openci-onap-autorelease-daily-master: This job constructs
ArtifactPublishedEvent with fake metadata and publishes it. Jobs on
OPNFV CI get triggered, composing fake k8-nosdn-onap scenario and
testing. In the end, OPNFV CI publishes ConfidenceLevelModifiedEvent
which can then be used by ONAP to promote their artifacts further.
- openci-onap-promote-daily-master: This job gets triggered by
ConfidenceLevelModifiedEvent published by OPNFV CI and logs the
triggering event to console.

Add policy/parent jobs
Adding the verify/merge jobs for policy/parent. This repo is
targeted for Casablanca so there is no need for a release job.
It will only contain a parent pom.xml for the other repos to
reference so it will not need a sonar job.

Store staging and snapshot artifict in same repo
ONAP community is not using the a separate repo for
storing snapshot and staging artifacts. The change
parameterises the docker build to be able to separately
control the target repository and the build artifact type
(snapshot / staging). It will also store the staging and
snapshots in the same repo (10003).
