Keep cdt artifact download in folder
Create a folder in /tmp to keep each version of cdt by itself.
Clear this folder before build so that only the newest version
will be unzipped and put into the docker image.

Add cdt proxy port to match oom
Kubernetes in oom uses a 302 port prefix. Adding a
matching port here so that cdt can communicate on the
same port in all deployments.

Change odl restart method
Adding a script to wait for karaf to stop before
trying to restart, replacing the simple timer that
was there before.
This should allow restart even with a disconnected
event-listener running

Add missing dmaap auth properties
The key and secret properties did not exist in the
appc properties file which was causing appc-dg-common
to fail to start since the properties were coming back
as null.

Modify docker scripts to even out layers
Making it so that appc features are added to the docker image
in several waves, so that no single layer of the image ends up
being massive.

Changes related to naming
Changes need to be made in the deployment repository in order
to match the main appc.
1. The appc dg-loader is now going to use org.onap.sdnc instead
of org.openecomp.sdnc
2. The json files that were updated in the main appc project need
to be moved over.

Add appc version properties
When we increment the version of the deployment project, builds
will currently break since the version will be one ahead of the
released version of appc.
Adding properties to define the version of appc to download.
Also adding a script to determine when snapshot or release version
should be used.

Update dg commit from appc repo
This commit is just moving over dg files that were commited
to the appc repo into the deployment repo.
Changes being moved over: 21315, 21563, 21679
Large number of lines show as changed because some of the
json files were formatted out of being a single long line,
into multiple lines.
