[DOC] Add bounds to sphinx requirement

As ONAP was created before Oct 20 2020 in RTD, we
must set bounds to enforce a compatible Sphinx version
(see manual).

It also removes useless deps and incorrect concrete deps.

This repo contains SRC code for offline installer solution. It can be primarily used for ONAP offline deployments using OOM charts however it can be used for other offline deployments as well as it's concept is quite generic.
