CI: Add noop verify job in docs
Our submit rules requires 2 +1 Verify votes. One by GHA user and
another by CI or a committer. We need to provide a +1 vote to allow
changes to be submittable.
For now, this action is just a no operation action. If in future an
additional verification is needed in the docs repo, it will replace
this no operation.

[OPERATION GUIDE] Remove outdated consul description
Remove description for Consul usage from Operation Guide, as it is not
maintained by OOM. In the future new ONAP Monitoring options will be
provided

Bump lfdocs-conf
lfdocs 0.7.0 requires sphinxcontrib-needs<=0.5.6
while ONAP upper constraints require 0.7.9.
Version 0.8.0 removes this strict dependency on
sphinxcontrib-needs

Temporarily downgrade sphinxcontrib-needs
As lfdocs-conf falsy forces 0.5.6 [1], we must temporarily
downgrade the version till lfdocs-conf is fixed.
