pkgtools: remove aria validation backend

Based on the community feedback, drop the aria validation backend
because it has been retired. Now we use opnfv-toscaparser as the
validation backend because it's used by various projects in ONAP and is
recommended by ONAP modeling sub-committee.

Added the logic to validate HPA

Make aria dependency optional

Since cloudify has announced the retirement of aria, we need to add
opnfv-toscaparser as our default backend. However, since they have
conflicting dependencies, we need to make aria dependency optional.

Fix aria validation error in import case

Previously, we assume all the yaml files in the csar package are located
under definition directory. This is not always true according to
SOL-004. We need to change the way how we call aria to validate the vnfd
content within the csar pacakge.

Also added the unit test for vnfsdk_pkgtools/validator.

Adjusted for pypi support

We need to adjust the python module structure meet the pypi
requirements. This has been tested on test pypi
https://test.pypi.org/project/vnfsdk.

1. move 3 directories cli/ validator/ packager/ into vnfsdk_pkgtools. so
now the python module for vnfsdk pkgtools would be "vnfsdk_pkgtool.*"

2. Added missing README.rst, LICENSE.txt according to pypi requirement.

3. Added new version mechanism accroding onap community suggestions.

4. Other clean sweep job like dos2unix.

Decouple aria parser

Use stevedore to make the aria parser as a plugin of the vnfsdk package
tool. Currently, the aria parser is still the default parser but 3rd
party developer can add other plugins as a parser to validate the csar
packages.

Resolve the upstream aria dependency issues

The upstream arai has been accepted into apache foundation and the
pacakge name and interface name have been changed. Here we adopt these
upstream changes accordingly.

Also we drop conflicting package dependency requirements which are
