[SDC] split verify job
Split Verify job into 2 parts:
one doing classic maven build without docker but with unit tests
one without unit tests but building dockers and running integration test phase (CSITs)
reused new templates introduced by integration team

Deprecate infra-shiplogs macro
We should be using lf-infra-publish as a
publisher macro. This global-jjb macro performs a
job-cost run that we need to report for all jobs.

Configure release helm job
We might not need the stage helm job, but instead we
need a release helm that calls the publish script.
Re-configure stage helm to perform like a release helm job.
Trigger the job only on "release-helm" comments and prevent
it from triggering after every merge.

[OOM] use ramdisk to store chartmuseum packages
it seems that chartmuseum may block if place where it stores the results
is not fast enough.
We then create a small ramdisk in order to store these.

Download helm3 in current path
For some reason, the helm3 sources can't be
uncompressed from /tmp compared to the helm ones.
Download helm3 sources in the current dir instead.

Add verify jobs for packer
These jobs will allow us to run a packer build
before the change is merged. It's more complete
than just running the simple verify packer which only
validates the templates.

which might be causing helm3 to not install properly

Add verification jobs for ccsdk/distribution
- replace existing CCSDK CSIT jobs with project-specific CSIT job
- add docker snapshot and docker staging jobs - snapshot images are
still being done with maven, but tagging the images with STAGING
is moved from maven to plain shell script (both of these have been
implemented in https://gerrit.onap.org/r/c/ccsdk/distribution/+/116082)
- add maven docker snapshot job template to support UNIQUE_DOCKER_TAG
- note that this commit requires
https://gerrit.onap.org/r/c/ccsdk/distribution/+/116082 to work
properly in review and merge verification phases!
- note also that this is not final commit related to this change
as the maven docker template is still named with -PoC postfix
and original artifact builds still remain triggered by review
separately (the latter should be ultimately replaced by or
included in review and merge verification jobs)
