Clean up Dockerfile
- Alphabetize dependencies so it will be easier to maintain in the long
run.
- Chain commands so less layers are used.

Fix broken tags property in version.properties
The quotes in properties files are considered part
of the string. The quotes on the tags property
were causing testsuite-master-2scm-docker-shell-daily
Jenkins job to fail. This change fixes the issue.

Check HTTP status code on Keystone Auth request
The HTTP status code was not being checked during
Keystone Auth request, which causes failures to
only be detected down the road when the returned
JSON object is being parsed. This change adds the
HTTP status code check right at point of API invocation.

TEST-2 first cut a soak test engine
runSoak.sh is used to initiate a soak test for a duration in seconds
runEteTag.sh is the command invoked by the soak test engine to execute a
single tag.

Alternate key may be provided by setting varialble
GLOBAL_VM_PRIVATE_KEY=<path to key> and
updating the pub_key in the _preload_parameters.py

bulk add returns 201 now
before bulk add used to always return 200, not bulk add returns 201.
This means that existing put doesnt work

Remove fragile process test from vFW validation.
Process name is vairable. Process validation is implied by susbequent log
validation.
Allow for A&AI teardown delete to fail due to lingering references.
