Remove Arquillian tests from SO jenkins builds
Arquillian will not be supported in Casablanca. Removing it will
speed up verify, merge, and release builds by an order of magnitude.

Remove repos from Sonar report
ui/dmaapbc is a GUI that will be provided as a stretch goal. Until then,
remove from Sonar report to avoid mgt escalations.
dmaap/buscontroller is a repo that only builds a docker container, so
there is no useful Sonar results. Remove from Sonar report to avoid
mgt escalation.

Remove unused pep8 scanner
PEP8 is a Python concept and there does not appear to be any
Python code in the scripts directory. This scanner is pointless
in this repo as is so remove it.

Add separate Docker file for verification phase
The separate Docker is required since during verification the
artifact normally downloaded to the docker image is not available
in nexus. It will only be available after the merge.

Fix cascade build references for docker.
The parent jobs that trigger the docker build may reside in
different jenkins job structure. Adding a parameter to configure
the parent job that should trigger the build.

Support cascade triggered docker images.
Add new templates for building Docker images that are triggered by
the job that builds the artifacts that is required to build the
Docker image.
