Update git submodules

* Update docs/submodules/so.git from branch 'master'
  to 9c55b74f92bf4d4f017504f917b0bce617a523c8
  - Fix Blocking distribution of K8S Service

    Restore code removed in  https://gerrit.onap.org/r/c/so/+/95685
    to prevent SO from failing to handle distribution of k8s service.
    which contains cloud technology artifact.
