Update git submodules

* Update docs/submodules/oom/offline-installer.git from branch 'master'
  to 7e2bf8e071288b6d13764158977312f2da6759e9
  - Merge "Remove kubectl install from prepare-rke"
  - Remove kubectl install from prepare-rke

    This is needed because prepare-kubectl role can do just the same.
    Also fixed rke tests to match.
