Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to a362d9ba0fd2ece5cd39d4b43ae92ea88486db35
  - Merge "[Policy] Use common mariadb galera chart"
  - [Policy] Use common mariadb galera chart

    Instead of using "own" galera chart, reuse chart placed in common part
    of OOM installation.
    Will ease move to common galera cluster (which is not done by this
    commit).
