Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to 306ba572afb98e9fd77f2bcb7475fb0ec7ade581
  - Merge "[OOM] Bump postgresql version"
  - [OOM] Bump postgresql version

    Use version 10.11 deployed by crunchydata scripts version 4.2.1.
    this will:
     * remove some CVEs (in particular CVE-2019-10164)
     * use UTF-8 as default encoding
