Update git submodules

* Update docs/submodules/so.git from branch 'master'
  to 68b3d7e89669d0acff186ba72b1e43e0cf3f3d25
  - Merge "Updated ServicesInstancesTest with mocks"
  - Updated ServicesInstancesTest with mocks

    - Updated ServicesInstancesTest with mocks for
    RequestDb.InfraActiveRequests query. Tests in ServicesInstancesTest
    were not failing, but seeing 'HTTP method does not match' messages on
    the console for most of the tests.
