Unable to update VSP (heat template) version in VF

This seems to fix the issue, we can still
onboard CBA at VF level and the CBA get included
in the distributed CSAR under the directory
Artifacts/*/Deployment/CONTROLLER_BLUEPRINT_ARCHIVE/
as expected
