Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to 44bb1331811826ab4ac256a8c60b9333e68bd2da
  - Merge "Disable sdnc-portal"
  - Disable sdnc-portal

    Updated sdnc-portal values.yaml to prevent sdnc-portal from coming up
    when SDNC is started.  The portal is not currently used and has security
    issues that need to be addressed before it should be used.
