Update git submodules

* Update docs/submodules/policy/parent.git from branch 'master'
  to c9ff573b80ff08e1f3e4e6e020d8e060f47162c5
  - Merge "Update developer and s3p docs"
  - Update developer and s3p docs

    Add in policy/gui and re-org the repo build order.

    Add doc and links on how to setup mariadb and the
    simulators.

    Move s3p documentation into individual rst.
