Update git submodules

* Update docs/submodules/policy/parent.git from branch 'elalto'
  to 593d41e8290b343bfe28b6438420b399ab09d5bc
  - Add POSTMAN collection and env

    Have the offered API's be at a top level that points to the
    existing API's throughout policy.

    Add in downloads for example environment and collection for
    Postman.
