Bump testsuite 1.6.1

no idea what happened with 1.6.0
the first release was not correct
and it is not allowed to overwritte (need TSC vote..)

so let's give a new try with 1.6.1
the 1.6.1-STAGING-20200430T041330Z has been verified manually
it is a good version
