Update git submodules

* Update docs/submodules/oom/offline-installer.git from branch 'master'

  - Merge "Adjusting patching file for Dublin"
  - Adjusting patching file for Dublin

    some oom helm charts patching from Casablanca is not needed,
    this is the rest we need to keep eye on.
