Update git submodules

* Update docs/submodules/oom.git from branch 'master'

  - Merge "SDNC-766: Updating OOM startODL.sh"
  - SDNC-766: Updating OOM startODL.sh

    Changes have been made in the sdnc/oam
    repo that have not been refelected in
    the oom repo and this file needs to be
    updated so both scripts will be the same
    in each repo.
