Update git submodules

* Update docs/submodules/oom/offline-installer.git from branch 'master'
  to d0f762031304bda04faea0873518054156b79d8a
  - Add data list for bin utils

    Since bin utils can be downloaded as simple http file
    this script remove previous shell script and changes
    documentation to add necessary steps.
