Update git submodules

* Update docs/submodules/multicloud/framework.git from branch 'master'
  to ece7c6197ca79fb149c17dfbf86c972286cb262f
  - fix the clm issue

    fix the org.json:json issue and
    fix the jackson.core issue by excluding them from policy-endpoints
    remove the unused sdc-tosca package
