[VES spec] Updated eventID uniqueness rqts

Includes a use-case description, where the eventId uniqueness
cannot be assured.

- Updated document version to 7.2.1
- Updated the link to EventId use-case examples
- Updated human-readable text to point to VES 7.2.1
