Update git submodules

* Update docs/submodules/policy/parent.git from branch 'dublin'
  to d847e6f37a61ccb407f61e55505f2b14127cb615
  - Update dublin .gitreview

    Changing this makes it easier to submit reviews without
    having to specify the branch. Always defaults to master.
