Update git submodules

* Update docs/submodules/oom/offline-installer.git from branch 'master'
  to 6e372ca61dccae5c670ba27580dc6deda075402f
  - Fix wrong shebang in download scripts

    Download does not support python2 so shebang
    could cause problem.
    This commit fixes that or removes shebang where
    not necessary.
