Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to aa5ba981074b96244790d92ecc13726bace647ce
  - replace pdpd image with control loop one

    removes installation pieces from component initialization.
    cleans some misconfiguration.
    modified license headers
