Update git submodules

* Update docs/submodules/oom.git from branch 'master'
  to 38e1c1a9740657b3032eca31441eed34f11b30f4
  - Merge "Remove nodeport for aaf-sms"
  - Remove nodeport for aaf-sms

    Nodeport exposes aaf-sms outside the cluster
    which is a security risk without the proper
    authentication systems in place.
    We will add external access if needed in the
    future.
