Update git submodules

* Update docs/submodules/sdc.git from branch 'master'
  to 97a799ecfdec2d281b5868eb847b35d0eec63673
  - Fix sdc-backend-init heat type upgrade

    Removes all heat and normative items from typesToUpgrade.json.
    Add verbose to pycurl if is in debug mode, to print request
    information.
    Adjust to upgradeONAPNormative.py to the correct python
    syntax and removing unused imports.
